Most of the time your decal can be removed by simply lifting a corner of the decal with your fingernail and removing as you would a piece of tape. Occasionally, if its cold and the vinyl is tearing badly or if your wall needs a little more TLC use a hairdryer to warm the vinyl as you pull it off. The heat will loosen the adhesive and warm the cold, brittle vinyl.
